He was essentially driving a car in an unsafe condition. He should have pulled off, his steering on one wheel was completely gone.
This is not the reason, it’s just plain track limits and gaining advantage by cutting the chicane. I don’t think 2 paragraphs of text are too long to read :)
Yes, he was cutting the chicane because his car could no longer turn safely around them, and this gave him an advantage according to the FIA. It is indirectly due to the unsafe conditions of his car, and he should have pulled off. The last paragraphs indicate that there was not a mechanical issue. Many parts of the car are not mechanical.
It has nothing to do with safety, why stop when he can score points? He brought the car to the line as well as he could.
He chose to race with a car that couldn’t turn predictably to the right, and was all over the chicanes as a result. I wouldn’t qualify a car that is unable to turn predictably “safe”, personally. This is not a moral judgement, but it’s part of the FIA’s justification for the 20 second penalty. Gained advantage by cutting corners.
