The shortest person I know is about 4 feet 10 inches. So, even if she slipped in, the water would only come up to her neck.
It’s almost like drowning in a kiddie pool. Even if you can’t swim, it doesn’t make any sense to me.
I’m guessing they fall in in the first place because they are drunk. Probably also they hit their head and/or get winded when they fall in.
