The guy is an italian born one. Moroccan parents, but italian born, so no. It’s no “an alien”.

Second: no, it’s not terrorism. The guy has several mental illnesses. We can argue about why someone who was in psychiatric treatment (and interrupted it) was allowed to drive, but it was NOT a terror attack.
