“With someone their age” is key. Why would an old man who wrote software be commenting publicly on kids exploring sex? There’s no valid reason.
Such decisions are taken by adults, not by minors. Adults discuss their opinions and work out what is the consensus on a certain topic. Then adults get together and organize to change laws in such a way as to reflect that consensus.
