President Donald Trump has promised a $5,000 payment to every adult U.S. citizen if Republicans retain control of both chambers of Congress in the November midterm elections, a proposal that could cost the federal government about $1.3 trillion.

Just to be clear, the $1.3 trillion won’t come from the payouts, as they obviously won’t actually happen. It’ll come from Congress being run by Republicans.

I think I found the loophole:

The president didn’t reveal any other details, other than to add, “The only caveat I have is ​that the dividend that we’re making must be spent in the ‌United States of America.”

The payments (if they happen at all) will be issued in the form of a Trump Gift Card only redeemable at cooperating retailers. There will only be a few cooperating retailers, all of them controlled by Trump and his allies. It’s just another money grab scheme.
