Came here to say this. Lwaxana was mostly just overbearingly annoying at worst. I love her episodes because I know entertaining shenanigans are afoot.

She showed a lot more depth with Odo, it was heartwarming

Lwaxana is a mother desperate for connection - but if you notice, she mostly lets Deanna live her own life. She even supports Will Riker.
Winn is evil.
She does enjoy lightly torturing Picard. I imagine she saw his disciplined mind and thought, “challenge accepted”.
