Justice should often include consequences (and does include consequences in cases of genocide), but if you set the goal as retribution you may lose sight of what justice would actually entail. They are not at all the same thing.
And if we’re choosing between justice and retribution, one of those is a better choice that better honors the suffering of the oppressed than the other.
I’m not saying only do one. I’m saying one of them must come from the other. One of them comes first.
