Considering they removed the audio and the officer is calmly talking to her and even smiling at the end of the video when he moves on, I seriously doubt that he wanted to arrest her. The only reason I can think of for removing the audio is if it contradicts the captions.

In the UK it’s illegal to say you support Palestine Action.

However, I don’t think this is quite malicious compliance. Ironic sure but malicious compliance has more to do with following a policy.
She’s maliciously complying with the policy against supporting Palestine Action.
“I suport genocide”
“I oppose Palestine action”
