You can also be a smart Linux user by enabling all locale (except the French’s) in the /etc/locale.gen and generate all the locale. The system can now handle more language than before, except French, because why would you?

I think one reason is efficiency. Update-procedures of some packages involve recompiling some resources for every used locale. Also it would require more space for something the user would rarely ever need.
Wait until @maxso216@ani.social finds out why Japan wants to only focus on SHIFT_JIS, Unicode be damned.

I know that Unicode results in more storage requirements for Asian scripts, but it is still the best thing what happened to the IT world imo.
I might be able to help you with the ticket, but the real challenge is the process of immigration. There you need to be prepared to fight the multi-stage boss named Bureaucracy.
