Previously, China had placed individual sanctions on several members of the European Parliament and their families, and Members of the European Parliament were restricted from meeting with members of the NPC and had strict guidelines placed on when they could meet officially with other Chinese government officials and on forming other “bilateral relations”.

So basically a mutual diplomatic deescalation and defrosting rather than anything trade related, but still a good first step.
