This doesn’t sound like that. Sounds like the federal government either wrongly or purposefully put out bad information and police agencies circulated that information amongst themselves.
I’m leaning towards purposeful since there was no official retraction, but OTOH, intelligence is not something you can easily retract. If they say, “My bad!”, they risk backlash if any bit of it turns out to be true and a cop gets killed. And in any case they look foolish. Lose/lose proposition.
