In the laws of war, combatants are considered to be hors de combat (French: [ɔʁ də kɔ̃ba]; lit. ‘out of combat’), and thus protected persons, when they are unable to participate in fighting. Hors de combat personnel may not be intentionally targeted. Examples include persons parachuting from their disabled aircraft, shipwreck survivors, as well as the sick, wounded, detained, or otherwise disabled.
Sounds like Pete AND the guy pressing the button are both due for a jail cell.

It can’t be a war crime because there’s no war. Only the war on drugs, which is absolutely a real war.
And anyone who followed that order should also face charges when all this is over.
Lots of jail sentences should be coming for these fucks.
It’s really unsettling to hear about these alleged orders, and I wonder what kind of training or guidance military personnel receive regarding rules of engagement in these situations. Hopefully, there’s a thorough investigation to understand exactly what happened and ensure accountability.
Ideally everyone in the chain of command will end up in jail in the end. But that never happens.
