Riker had a full-on make out session with Minuet in the first season of TNG. She didn’t survive the episode, unfortunately, so we couldn’t really have the same debate about personhood that we could with the Doctor, or perhaps Moriarty.
This instance just looks close to the Uhura kiss in TOS and similarly under strained pretense.
