The one vote was just an amendment, the actual extension was rejected by a clear majority.

This is the first sentence from the page you posted. The scanning is already legal. It was approved in 2021. They are voting on an extension now. The wording of the post makes is sound like this will let companies do something new.
How common/uncommon are such repeat votes? I’m not so familiar with all the ins and outs of EU voting. Has a repeat vote never happened before and is it therefore unprecedented? Or is unprecedented just being used as a buzz word here?
Regardless, glad the parliament voted again not to extend.
