      Disobeying an illegal order is not a simple and easy process. It usually involves being immediately arrested and facing a military trial, run by the same pricks that issued the order.

      This has to be weighed against a future Nuremberg, and the pain of the war crime itself.

      On top of that, due to the strategic division of labor, only a handful of people in the chain can directly link their actions to the crime.
