There will be no official effort to relocate. What will happen is that more and more areas of the city will get flooded/abandoned and areas outside the city will get built up. Not to the same extent of course; the rate of housing/businesses that get condemned will outpace the rate of new construction until the city is a shell of a it’s former self.
The rising cost of insurance or downright denial of coverage by the insurers is what initially forces people out. We’re seeing it happen already in some affected areas.
