A bitter row has erupted between Kiev and Warsaw, after Volodymyr Zelensky renamed a Ukrainian military unit the “Heroes of the UPA”. The UPA - Ukrainian Insurgent Army - was an ultranationalist faction heavily implicated in the Holocaust, which slaughtered up to 100,000 Polish civilians during World War II. In addition to commemorating the mass-murdering militant group, the corpse of Andriy Melnyk, leader of UPA parent the Organisation of Ukrainian Nationalists (OUN-B), was reburied in Kiev. At a grand accompanying ceremony, Zelensky declared:

“Today we all see that the Ukrainian idea can overcome what once seemed absolutely insurmountable. Now, when we are on Ukrainian soil, under our Ukrainian flag, to the sound of the Ukrainian national anthem, paying due tribute to our Ukrainian heroes, we feel in our hearts everything Ukrainians were forced to go through, everything our people had to endure.”

The unspeakable horrors inflicted upon Poles - and Communists, Jews, Romani and other “undesirables” - by Melynk and his fellow Nazi collaborators were of course unmentioned. So too that the genocidal nationalism practiced and preached by Melynk was covertly promoted and sponsored for decades by Anglo-American intelligence, within and without Ukraine. The ongoing proxy conflict is a direct product of this little-known spectral meddling, which was specifically concerned with promoting cultural and ethnic difference, and enmity, between Russians and Ukrainians globally.

As this journalist has previously revealed, in August 1957 the CIA secretly drew up elaborate plans for a US special forces invasion of Ukraine. Intended to collapse the wider Soviet Union, the Agency’s conspiracy depended heavily on recruiting local fascists as footsoldiers. A significant stumbling block to the Agency’s plot, however, was much of Ukraine’s population actually harbouring “few grievances” against Russians or Communism. “Points of conflict” between Russians and Ukrainians, which could be exploited by the CIA to foment a mass uprising, were scant.

The Agency lamented how “the long history of union between Russia and Ukraine, which stretches in an almost unbroken line from 1654 to the present day,” had resulted in “many Ukrainians” having “adopted the Russian way of life.” Moreover, the similarity of their “languages, customs, and backgrounds,” and the “great influence” of Russian culture in Ukraine, meant the overwhelming majority of Ukrainians felt “little national antagonism.” Yet, the CIA believed “important grievances exist,” and “under favorable conditions” Ukrainians would assist US invaders.

Unmentioned in the invasion planning documents, the CIA had since 1949 been covertly striving to create those “favorable conditions.” A key Agency asset used for the purpose was OUN-B chief Mykola Lebed. In 1943, he proposed to “cleanse the entire revolutionary territory” - today’s western Ukraine - of its Polish population, to prevent any future Polish state from claiming the region. A post-war US Army counterintelligence report branded Lebed a “well-known sadist,” and Nazi collaborator.

The nucleus of Lebed’s international fascist agitation was Prolog, a New York-based publishing firm. A 1966 CIA memo noted this “cover organization” for the Ukrainian Supreme Liberation Council (ZP/UHVR) was established to conduct “clandestine activity.” It approvingly added that Prolog’s work “contributes to Ukrainian nationalist ferment and to intellectual resistance to Soviet repression by exploiting existing and encouraging new deviationist tendencies” in Ukraine. Elsewhere, the Agency declared it was “important to continue to encourage divisive manifestation” of this sort. The explicitly stated objective was triggering “nationalist flareups” in the USSR:

“[ZP/UHVR] were sent from the Ukraine in 1945 by the Ukrainian Supreme Liberation Council to make contact with Western intelligence representatives and to act in behalf of the homeland…[ZP/UHVR] organized a net of collaborators throughout Western Europe and the United States…the feeling of nationalism is very much alive. ZP/UHVR has proved realistic in its approach to operational matters and its propaganda activity.”

‘Existing Suspicions’

A late 1953 Agency memo documents how the CIA for years broadcast “black radio transmissions” in Ukrainian from a secret CIA installation in Athens, Greece. “Soviet officialdom, Soviet military forces stationed in the Ukraine, the indigenous civilian population…the underground movement and the Ukrainian Insurgent Army (UPA)” were an intended target audience of 40 million people, upon whom the Agency wished to have a “significant propaganda impact.” Produced by ultranationalist emigres who’d fled Ukraine after World War II, the project sought to foment insurrectionary anti-Communist violence:

“Furnish evidence of outside sympathy and understanding for the Ukrainian peoples; intensify anti-regime disaffection by encouraging resentment, bitterness, and distrust of the Soviet regime and its personalities; maintain national consciousness among the Ukrainians and urge them to maintain pride in the individuality and heritage of their culture; create dissatisfaction among Ukrainian military personnel within the Soviet armed forces stationed in the Ukraine; create and intensify dissatisfaction among the Ukrainian civil authorities to the Soviet regime.”

Publicly, the station’s US-made broadcasts - which included Ukrainian folk songs - were “attributed to a notional group of Ukrainian Anti-Communists.” There was no connection “actual or implied, with any established Ukrainian emigre group.” It was of the utmost importance too the CIA’s hand in creating and running the station was concealed - “every effort will be made to keep this risk at a minimum.” However, the operation’s ruinous spoils were considered well-worth the hazards.

“It will provide a wedge which can be driven deeper between the Soviets and the Ukrainians and would exacerbate existing suspicions and antagonisms between the two ethnic factions,” the CIA declared. The Agency also sought to create a wider “psychological climate” among Ukrainian audiences which would be “more favorable” to other anti-Soviet operations it was simultaneously conducting. Moreover, it was forecast “Soviet reaction to the broadcasts may indicate certain areas of vulnerability or sensitivity not heretofore recognized,” which could be further exploited.

‘Imperial Policy’

The CIA’s efforts to encourage Ukrainian nationalism and separatism endured throughout the Cold War. Via avowed CIA front the National Endowment for Democracy, overt US assistance was provided to Rukh (The People’s Movement of Ukraine). One of Soviet Ukraine’s first opposition parties, Rukh is widely considered to have played a key role in securing Ukraine’s ‘independence’ in December 1991. Four months earlier, US President George H W Bush had visited Kiev and given an infamous speech in which he cautioned Ukrainians against embracing “suicidal nationalism based upon ethnic hatred.”

His comments enraged Ukrainian nationalists, and Stateside anti-Soviet hawks. Yet, Bush’s fears were well-founded. By this point, Yugoslavia was rapidly disintegrating, engulfed by ever-violent fratricidal tensions. His administration was thus formally committed at this time to preserving the Soviet Union in some form, and undertook ill-fated measures in service of this goal. Too little, too late, that mission’s failure set Ukraine hurtling towards all-out conflict with Russia. As long-desired by the CIA, “antagonisms between the two ethnic factions” now run deep.

In a bitter twist, it was precisely because the NED-orchestrated February 2014 Maidan coup was led by rabidly anti-Russian nationalist elements that a majority of Ukrainians did not support the Maidan movement. As a contemporary Washington Post analysis noted, Viktor Yanukovych remained “the most popular political figure in the country,” and no poll conducted to date had ever indicated mass support for the uprising. Surveys conversely showed “large majorities” of Ukrainians opposed the violent storming of regional governments by Maidan insurrectionists.

This hostility was spurred by “anti-Russian rhetoric and the iconography of western Ukrainian nationalism…not [playing] well among the Ukrainian majority.” Washington Post noted how Neo-Nazi party Svoboda was at Maidan’s forefront. Its leader Oleh Tyahnybok had infamously praised the UPA for fighting “against the Moskali [Russians], Germans, Zhydy [Jews] and other scum.” His words were not well-received by the 50% of Ukraine’s population residing in regions that had “strongly identified with Russia” for over two centuries. “Nearly all are alienated by anti-Russian rhetoric and symbols”:

“Anti-Russian forms of Ukrainian nationalism expressed on the Maidan are certainly not representative of the general view of Ukrainians. Electoral support for these views and for the political parties who espouse them has always been limited. Their presence and influence in the protest movement far outstrip their role in Ukrainian politics and their support barely extends geographically beyond a few Western provinces.”

Fast forward to now, and in response to Ukraine’s state-level glorification of the ultranationalist UPA and its lead genocidaire Andriy Melnyk, Polish President Karol Nawrocki has announced he will seek to strip Zelensky of the Order of the White Eagle, Warsaw’s highest honour, bestowed in 2023. Meanwhile, premier Donald Tusk has cursed the Ukrainian leader’s actions as “[wounding] our historical sensitivity,” and “worrying from the point of view of our relations.”

Authorities in Kiev appear entirely unconcerned their close neighbour and proxy war ally has been so egregiously insulted. A Foreign Ministry spokesperson claimed Zelensky had not wished to cause any offence. “Our history confirms only Moscow benefits from disputes between Ukrainians and Poles,” they said. Besides, for Ukrainian soldiers, “the struggle of the UPA symbolises strictly the opposition to Moscow’s imperial policy.” As the CIA always intended, two antithetical versions of history are now effectively at war in Donbass. A more devastating modern day example of divide and conquer in action one would be hard-pressed to identify.

    Maybe a lot of Ukrainians now are nationalists in the sense that they want their country to be independent, without the boot of Moscow crushing them. I don’t think the CIA would be needed to cause such feelings among Ukrainians.

      But that’s now, after the US instigated a war. It’s not a forgone conclusion that Ukraine and Russia would be enemies given that they were the same country for centuries up until very recently. If it weren’t for foreign manipulation, Russia and Ukraine would probably be as close as Russia and Belarus (and all would still be Soviet Socialist Republics).

        If it weren’t for foreign manipulation, Russia and Ukraine would probably be as close as Russia and Belarus

        During Euromaidan we saw that many Ukrainians wanted closer ties with the EU rather than with Russia, regardless of “foreign manipulation”. Of course some Ukrainians might prefer Russia to the EU, so I guess Ukraine has a mix of opinions. Arguably the reason why Belarus is “close” to Russia is because Putin, a dictator, keeps his fellow dictator, Lukashenko, in power. Sure there might be many Belarusians who want close ties with Russia, but some might not want that. Many Belarusians seemed to dislike the state of their country when they protested in 2020:

          Reading the article will clear up many of your misconceptions:

          Here is some homework for you. Ask yourself and try to answer (not to me but to yourself) these questions:

          If so many Ukrainians wanted to break ties with Russia why did over half the country vote for Yanukovich and why did Yanukovich have to be overthrown by a Western funded and orchestrated violent coup instead of an election?

          Why did the EU force Ukraine in 2013 to choose between it and Russia, knowing that Ukraine’s economy was intertwined with the Russian economy and such a choice would lead to economic disaster?

          Why was it necessary to first brainwash Ukrainians with 30+ years of anti-Russian, CIA-funded, nationalist propaganda, hatred and historical revisionism for enough of them to go along with the suicidal path they are now on?

          Why did Eastern Ukrainians in the Donbass rise up and take up arms to fight against the Maidan coup?

          Why were Russia and Ukraine able to get along just fine without any conflict before the CIA backed Russia-hating nationalists illegally seized power?

          Who funded the protests in Belarus and why did they die down when the ties to foreign organizations and foreign funding were cut?

          Why did the Hong Kong protests die down when the national security law was passed cutting out the foreign agitators and funders?

          Why do so many of these supposedly “democratic”, “popular” and “organic” protest movements collapse without external funding and why do they fight tooth and nail, like in Georgia, against laws that crack down on foreign interference and foreign funded NGOs?

          If Putin is a dictator, why does he win elections and have a higher approval rating than any European leader?

          If Ukraine is democratic why does it not hold elections? Why does it ban opposition parties, repress the Russian language (which is native to more than half of Ukraine), ban Russian language media, and imprison, torture and kill opposition activists and journalists?

            Russian elections are rigged. Navalny tried to stand in Russian elections and the FSB poisoned him to stop him from running. Boris Nadezhdin tried to run for president in 2024 and the authorities of course found a way to disqualify his candidacy. As for approval ratings, people who vocally disagree with the government in Russia can be imprisoned for a long time, so they tend to keep quiet about dissent.

              Not any more rigged than elections in any western “liberal democracy” are, where capital buys media and ruling parties use institutional power to structurally tilt the playing field in their favor. That’s the nature of bourgeois “democracy”.

              Also, Russian elections are verified by international observers.

              Navalny tried to stand in Russian elections and the FSB poisoned him to stop him from running.

              There is no evidence for this conspiracy theory. Also Navalny had practically no support in Russia, he was a nobody.

              Boris Nadezhdin tried to run for president in 2024 and the authorities of course found a way to disqualify his candidacy.

              Many countries disqualify parties and candidates who break the law. Many other candidates in Russia who did not break the law were not disqualified, stood for election, and got a not insignificant amount of votes.

              Many opposition parties ranging from liberal to communist regularly candidate and win seats in the Duma and regional governments.

              As for approval ratings, people who vocally disagree with the government in Russia can be imprisoned for a long time, so they tend to keep quiet about dissent.

              This is pure fiction. Plenty of Russians openly express criticism toward the government. Some of the most critical are hardliners who think the Kremlin is too liberal.

              Also polling is anonymous, there is not a government agent listening in on everyone’s phone calls 24/7, and even western-run polling agrees that Putin is popular.

              Zelensky’s term expired two years ago and he has since ruled as dictator of a brutal police state under martial law. He refuses to hold elections, has banned opposition parties and media, and forcibly conscripts his people to fight in a war that Zelensky himself provoked and now refuses to end because he is enriching himself and his pals by stealing billions of dollars of the money that he goes around the world begging for so he can continue a senseless war that he has long since lost.

          What invasion of Ukraine 2014? In 14 Crimea seceeded and the Donbas rose up. Neither of those were a russian invasion…

          Euromaidan did not remotely represent the ukrainian average. It represented galicia, nothing more. Which is why half the country was extremely pissed with the outcome. Most Ukrainians wanted to keep their country neutral.

          Your idea of dictators is comical, please never grow up.

          You never questioned why those belorussian demonstrators were waving a flag last used by the occupation govenrment of the nazis? Or why those protests appruptly vanished as soon as western NGOs got the boot.

        What if Ukraine wants to join NATO? That’s their choice to make, not Moscow’s. Russia decided to invade Crimea and the Donbas in 2014, and then Russia tried to conquer Kyiv in 2022. The boot of Moscow has wanted to crush Ukraine for a long time.

            I think European countries have joined NATO to reduce the chance they’ll get invaded by Russia. Look at Sweden and Finland who wanted to remain neutral, but after Russia increased its invasion of Ukraine in 2022, Sweden and Finland thought that the protection of NATO was a good idea. Those two countries didn’t want to be invaded by Russia.

            Ukraine was couped into wanting to join nato and even then a big part of the country didn’t want that.

            It might be true that some Ukrainians don’t want to join NATO. Surely this is an internal matter for Ukraine though. I don’t think Russia should have the right to demand that Ukraine has weak defences. Russia has the right to determine Russia’s defences, but not the right to determine Ukraine’s defences.

            As for a “coup”, Ukraine’s parliament voted to remove Viktor Yanukovych from the presidency.

              Finland and Sweden are now less not more safe. By joining NATO they have painted a target on themselves and become the frontline that will bear the brunt of any fighting between NATO and Russia. They were in zero danger from Russia while they were neutral. Their corrupt and russophobic governments made that decision without asking their people if this is what they really want, nor were the people of those countries educated about what NATO membership truly means, what severe negative economic impacts it has, they were never told that it means loss of sovereignty and loss of security. Instead the people were fed propaganda and fearmongering from the media to create panic and paranoia so that they do not notice how their governments are selling out their economic well-being and severely endangering them by joining an alliance explicitly hostile toward their largest neighbor.

          Wrong. For countries it is never just their choice to make. Russia feels threatened by NATO expansion. Ukraine joining was inacceptable to Russia. This has been known since the 1990s.

          Russia did not invade anything in 14. I already told you what happened. In 22 Russia wanted to force negotiations asap. What negotiations? To end the ongoing civil war and the ethnic cleansing in Donbas, this went on for 8 years by then. By 22 1 million people had fled to Russia. It almost worked btw. the negotiations took place in Turkey and were about to be finalized when Boris Johnson visited Kiev and let the Ukrainian government know that the west would not accept any peace treaty, but would provide Ukraine whatever it took to win. This was a open threat and a treat, if peace - get regime changed, if war - get support.

          The Russian korps did not have enough troops to take Kiev. By then only 140.000 soldiers were involved, for a city the size of Kiev you’d need 6 to 8 times that much. Stop taking ukrainian propaganda at face value, Kiev lies constantly about easily verifiable things.

            Russia sent troops into Crimea in 2014. In early 2022 Russia denied they were planning to launch a bigger invasion of Ukraine but then they did exactly that.

            The Russian korps did not have enough troops to take Kiev.

            They tried to take Kyiv though. Also why are you using the Russian spelling “Kiev”? Surely that’s just part of an imperialistic desire for Ukraine to be dominated by Russia. According to this video from the Kyiv Post, “Kyiv” has officially been used as the Latin spelling by Ukraine since 1995, long before the modern conflict between Ukraine and Russia.

              Kiev is the spelling used before the galician language stunt of 2014, when the local junta had the great idea of abolishing russian as official language (it was together with ukrainian). More than half of Ukraine (the Rusyns and Russians) used that spelling . Imperialist my ass.

              Kyiv Post is a foreign funded rag btw. When Trump cut funding to the NED for a bit the Kyiv Post issued a statement that they were in dire financial straits. If it told me the sky was blue, I’d check personally.

                Okay perhaps I should put it differently: unmarked Russian troops took over Crimea in 2014.

                As for the spelling of Kyiv, there are other sources saying that Ukraine has legally mandated the spelling “Kyiv” since 1995. Here is Canada’s public broadcaster reporting that.

                If you think the West is evil then I can understand that view because western countries have done bad things. For example the Iraq War should probably never have happened. But this doesn’t mean that Russia is justified in trying to conquer Ukraine. I think Ukrainians should be able to decide for themselves whether they want closer relations with Russia, or with western countries, or both, or neither.

                  You can tell people haven’t done any research on this, because that’s exactly what happened before the Euromaidan coup in 2014. You need to get it out of your mind that this conflict is “big country bully small country”. It’s a NATO proxy war.

                  I think Ukrainians should be able to decide for themselves whether they want closer relations with Russia, or with western countries, or both, or neither.

                  That is exactly what happened in 2014. The problem is, the West didn’t like that decision, so they orchestrated a neo-Nazi coup (the article under which you’re fighting this comment war explains how they cultivated that option for decades).

                  The Crimean people voted to join Russian Federation because they could see what the new regime was doing to Donbass and they were obviously next as a predominantly Russian-speaking region.

              Russia had soldiers in Crimea because they had a naval base there. In 2014 following the violent and illegal overthrow of the government in Kiev and the violent reprisals of fascist paramilitaries against peaceful protesters in cities across Eastern Ukraine, Russia deployed those soldiers in co-operation with the local Crimean authorities to protect the majority ethnic Russian people of Crimea from the fascist thugs that the coup authorities in Kiev were sending around the country to crush the protests. The people of Crimea then voted in a referendum organized not by Russia but by the local Crimean authorities, to re-join Russia, which they had previously been a part of and already wanted to rejoin in the early 90s.

              In late 2021, early 2022 Russia repeatedly tried to negotiate with the US on a new draft security treaty to stop NATO expansion in Ukraine, which Russia warned since 2008 poses an intolerable threat to Russia’s security and would lead to a conflict if pushed. They were completely rebuffed just like every other time they tried to resolve the situation with negotiations, all while Ukraine was being armed to the teeth and integrated with NATO in all but name.

              They also repeatedly tried to diplomaticlly resolve the conflict in the Donbass which was triggered by the illegal 2014 coup, such as through the Minsk agreements which were signed by Kiev and internationally ratified as well as supported by Europe. Unfortunately Ukraine refused to implement those agreements and Europe refused to abide by its obligations to ensure Ukraine implemented them, and both later admitted they used those agreements as a ruse to rearm and had no intention of following them. Instead they massively expanded and trained the Ukrainian military since 2014 in preparation for an all-out invasion if the Donbass republics in 2022.

              This shows that from the very beginning it was the nationalist coup regime and its European and American backers which were planning all along to provoke a war with Russia in hopes of, in their own words “inflicting a strategic defeat on Russia”.

              Russia did not try to take Kiev, nor are they trying to conquer Ukraine. They tried to bring the Kiev regime to the negotiating table to resolve the issues which they refused to resolve peacefully, such as the NATO issue and the Donbass conflict, which they largely succeeded in doing in 2022, almost signing the Istanbul peace agreement before the West intervened and told Ukraine not to sign and to keep fighting instead.

              Also Kiev is the English spelling and has always been the English spelling. You also say “Germany” in English and not Deutschland, you say “Munich” and not München, “Moscow” and not Moskva, etc.That’s just how names work sometimes when they are not native to your language.

              So even if you use the Cyrillic alphabet it is historically far more justified to use Russian language conventions, as Russian and its dialects are the ones native there and still spoken by the majority, even though the racist, ethno-nationalist Banderite regime is trying to ban it, whereas modern Ukrainian originates in Western Ukraine and is essentially foreign to most of central and eastern Ukraine.

                The correct spelling is “Kyiv”, which the Ukrainian government established in 1995, long before Russia’s modern invasion of Ukraine.

                Ukraine’s parliament voted to remove Yanukovych from the presidency. There is nothing violent about that.
