My sister worked in hospitality there back then. Massive layoffs, tens of thousands of people went into unemployment. Sure, the city didn’t went under. But it strained the social security network to its limits. I would guess that places with less wealth accumulation and worse social welfare laws didn’t fare as well.
I don’t think Barcelona went under on account of the lack of tourism, to be fair.
