The United States has a Hague Invasion Plan for this scenario. They would rather literally wage war on their own allies than face consequences for (or admit to) their crimes.

Mexico should expell all the expat Americans… the world really.
They should be prosecuted for their crimes in US courts.
Extradite them for murdering their citizens in the Caribbean and ICE detention centers. They could do this. Trump’s pardons are not global.
