Food stores don’t have that issue. And we’re talking about NYC.
I’m from the US so I don’t understand what issues might be there if govt operates food stores?

It’s the other way around - government run liquor stores started after Prohibition to make sure liquor laws keeping booze away from minors were enforced properly. Food stores don’t have that issue. And we’re talking about NYC.
