The goal is to pretend like it is humane while making them suffer. We know this because they keep showing obvious signs of suffering that those in power choose to dismiss while pushing for more executions.
The cruelty is the point. They enjoy causing pain and suffering. The only difference between them and the poor sod that gets killed is that they write the laws.

If they were open about it the people who aren’t paying attention wiuld catch on and stop them.
