Something like the capes in Andor, I always liked the look. Any time I’ve looked up capes/cape jackets though, they’ve been too expensive or non vegan. Also boots, I’d wear those shin/knee high boots a lot too (idk what they’re called), but idk if I got the legs for those.
A cape or cloak can be fairly easy to make.
Thrift shops can have cheap sheets and blankets of sometimes suitable material, or on a lucky day, rolls or large remnants of good fabric even.
You can wear a regular coat or jacket as a cape, just be careful not to make any sudden movements,

Poncho gives more structure than a cape, like if you just tie some fabric behind you.

I am kind of jealous of ancien regime French aristocrats. They were some of the last men in the west who was allowed and expected to dress flamboyantly. Menswear since then has all been dull imitations of military uniforms.
