Taking the gloves off could mean a couple of things:
Basically, they’re still at least pretending the rule of law sticks. They’re arguing against court orders, not ignoring them. Claiming legal reasons for killings (even if video evidence obviously doesn’t agree). Talking about how they have to get their act together for elections, not saying they’ll ignore them.
They desperately want it to be. The first time an ICE dipshit gets killed, they’ll feel like they can take the gloves off.

You have some good replies here, but I’ll add one piece. You’ve imagined a world where your primary characters are Good. No killing, just defensive armaments, all about diplomacy and exploration.
Consider, though, that interesting stories have conflict. Conflict needs to have consequences to the characters you’re following, or it’s not very interesting.
You’re describing a world that would probably be better to live in than that of Star Trek. But I’m not sure it would result in better stories.


You have some good comments here, but I’ll add one wrinkle: gas giants nearly invariably have lots of hydrogen. Add in enough oxygen (20% or so) for humans to breathe and you have a very flammable mixture.
I don’t think a mixed hydrogen / oxygen atmosphere could naturally exist.
But there would be an altitude where the pressure stays around 1 earth atmosphere. As long as the temperature and radiation situation was okay, you could get away with no special gear apart from an oxygen supply.
(Except that humans breathe out most of the oxygen we breathe in. Which would create little flammable pockets of hydrogen-oxygen mixtures every time someone exhales.)
