I mean it is true that smuggling humans is done by violent and dangerous gangs.
It is the same like with drugs. By making it illegal, the “market” is left to people willing to break the law and take serious risks.
The solution is in providing people safe and legal ways to flee or to immigrate.
Sorry, you DON’T want to prosecute gangs who exploit desperate people. Gangs who change huge amounts of money to provide death-trap boats to cross major shipping lanes.
