Because that’s effectively what happened to Andrew Tanenbaum’s Minix kernel (which was used by intel to enable the Intel Management chip, which has even more control over your machine than your own CPU).
Had Tanenbaum used GPL, intel would’ve been legally forced to open source the code, enabling us users to see what’s actually running inside.
