There is no such thing as “for sure completely knocked out”. If nothing else, you can build a completely new facility on the same plot of land. And that would be “the facility having been repaired”.
Ukraine is damaging the facilities so that they are off for long enough. And currently it seems that the percentage of Russian oil refinery capacity off line is growing slowly but steadily.
It costs money keeping them off line, but it costs tenfold or hundredfold that much to get them back online. It’s a sensible deal!

more damage is done, if they are repairing it, and your hitting the refineries, it makes it more expensive for them.
Expensive damage is good, but if the lack of production can cause logistical issues, that would be even more expensive
