Staples sells some. On https://staples.ca/ it shows some that are Made in Canada.

If you see the brand Krueger on the packaging, it was made in canada. Quebec most likely.

It’s true, while being harvested in Canada and maybe even made in Canada, sometimes the companies selling paper are American.
