Since there is some kind of immigration enforcement that needs to exist he probably wants to reform ICE, which sounds reasonable unless one knows how much institutional resistance there is to any kind of positive reforms.
ICE does need to be scrapped completely and replaced with a new agency that has a clear purpose that isn’t harassing immigrants, just enforcing judge’s decisions.

We already had that, it’s not like the US was open-borders before 9/11. ICE has always been exclusively a tool of oppression.
